Need lang po Advice regarding downpayment sa condo

Hello po! Good day po sa mga maggaling na adviser dito!
Na google ko lang po itong forum na ito and hopefully may mag advise po sa situation and dilema ko.

Noong 2nd week po kasi nang Jan this year 2012, nag down po ako sa isang sikat na developer on their pre-selling condo unit sa The Fort...may nagustuhan po akong unit and immediately na pa pirma ako sa isang unit na nagustuhan ko and nag down po ako nang 20K as reservation fee on the same day.
Supposedly nitong Feb 23, is yung 1st monthly payment ko for a 3 year DP no interest scheme. Then a week before bigla akong mineet nang agent kasama pa ang manager nya na ini-inform ako na yung unit ko daw eh hindi na available since nagkamali daw sila nang pag input sa system nila. ang sabi nung agent ko instead na Unit17, Unit12 ang na i reserve daw sa akin...yung Unit 17 which is yung unit na kinuha ko at nakalagay dun sa acknowldgement receipt eh hindi na daw available at meron na daw bigla akong nagulat!!!
Inassure pa ako nung agent na oks na daw lahat...then ito bigla nangyari, now pinipilit nila na yung Unit12 na lang kunin ko...pero hindi ko sabi ko na lang cancell na lang ako ang i refund na lang nila yung 20K na reservation fee na ibinigay ko...
Ang question ko po eh ma-i full refund ko pa kaya yung reservation fee ko? ang sabi lang sakin nang agent eh mag send lang daw ako nang letter at i rerequest nila?
SO ngayon parang nahihirapan ako since nung nag email ako nung day na nalaman ko wala naman nag rerespond sa akin...Salamat po at sana mabigyan nyo po ako nang advise on the next step and if may possibility pa kaya ma kuha ko nang full yung reservation fee.

if they don't refund it, the legal remedy is to filed a complaint at the HLURB
