What are the tenants rights in renting a house?

I just wanted to seek advice concerning our down-payment of our rented house. The landlord asked us to pay the amount good for 2 months (advance and deposit), which is customary when renting.

We then transferred to this new house, and then later on, the landlord told us that the payment we had is not consumable, because he used it to renovate the house.

This means, we are just like donating our money to him, to beautify his house.

We've been to different places, renting, but our down-payment has been consumed. We have encountered this problem just now.

What shall we do with this? Is it right to let him use our money, without deducting to our rent? Is it not his responsibility to beautify his house so that it can be livable? What are the rights of being a tenant?
