She can file the case under the office of the Consul or Foreign Affairs office where the ambassador, consul, vice-consul, or consul-general holds his office. The import of this is to cloth the court with jurisdiction over your person even though you are in Singapore.

If your marriage is dissolved, meaning you have the annuled or dissolved it under Article 36, yours is only for Child Support.

Otherwise, both of them need to be supported.

Supplemental to this case is Article 68 Family Code

Art. 68. The husband and wife are obliged to live together, observe mutual love, respect and fidelity, and render mutual help and support.

Support is not only financial but also in other aspects as well. And it is mutual.
