Does one need a building permit or any other type of permit only to change old windows in a privatley owned home and put new windows in the same sctructure ? And if its a old roof and it leaks when it rains does one need a building permit to put on a new roof ? as long as the original sctructure was never changed ?

No need, Building permit is necessary when:

1. Constructing a building
2. Substantial renovation of your existing building.

Changing of windows as well as its roofs are necessary improvement for the preservation of your property, thus. permit is not needed.
