Job Application Stopped by Manager - Legal?

Hi ma'am/sir. Need your advice please.

An employee submitted her job application for a job opening in a sister company. Both companies are managed by one hr and they're allowed to cross apply.

What she later found out is that her resume wasn't included in the list of applications. It was "removed".

The new manager wanted to keep her and "influenced" hr to not submit her resume at all.

Is that legal? Any advice please?

Yes. Pwede po ba yung ganun? E deliberately stop your application para e keep ka sa existing department mo?
