Holding of First Payout because incomplete requirements

Good Day!

I started with Telus last January 4, 2016. I was not able to complete all my requirements on time and they hold or did not even compute for my first salary (January 21, 2016- 1st payout). I have no electronic-payslip.

Is this legal? Please enlighten me on this matter.

Kaya nga kame nag work kasi wala kaming pera. My budget was so tight kaya hindi ako naka pag-process ng mga requirements.

Is this the right article for my concern?

Art. 116. Withholding of wages and kickbacks prohibited. It shall be unlawful for any person, directly or indirectly, to withhold any amount from the wages of a worker or induce him to give up any part of his wages by force, stealth, intimidation, threat or by any other means whatsoever without the worker’s consent.

I can say you're right on that. Check mo din ung under sa labor law ng DOLE na No company has the right to hold the salary of a worker more than 30 days. Nakalimutan ko ung article no. Eh sorry.
