Please seek the help of POEA employees in regards to handling your case. I don't think deportation will be the method, but her employment in Taiwan may be affected due to the evidence you have on hand that MAY PROVE the existence of her other relationship with a co-worker. Dahil meron kang copy nung employment contract ng misis mo, you can also have it thoroughly reviewed by the POEA para ma-explain din nila yung full effects ng mangyayari in case you will go through with your complaint.
Assuming that her employment will be terminated because of her violation dun sa stipulation sa employment contract regarding having no relationships with co-workers, dun na nun siguro maaasikaso ng misis mo yung pag-uwi nya sa Pinas.
Of course, it is wholly better to seek the legal advice of a lawyer since they may know more than we do here in the forums.

Under the circumstances you mentioned, that person can be held liable for theft in a criminal case. Ask help from the police investigators to file such case against your suspect, since they usually assist the victims of such. Make sure to get copies of the investigative reports that they are going to make in order to assist your future lawyer in gathering the necessary evidences to establish the facts of your case.
Additionally, ipa-blotter mo yung ex-employee nyo rin sa mga investigators. They usually know that process.
Keep all the CCTV footages and make copies of each para may sufficient backup. Have also the witness statements that you mentioned put into writing and have them attest to its authenticity. The more evidences you gather, the stronger your case will be since kelangan makumbinsi natin yung judge na sya talaga yung nagnakaw BEYOND REASONABLE DOUBT.
Go to the nearest Public Attorney's Office and try to seek further legal advice there, in case gusto mo na ng services ng lawyer in the early stages.

It will be better if you have a lawyer that will file a case for you, para sigurado na tama yung mga pleadings that will be filed before a proper court and para alam mo rin kung ano yung mga karapatan mo and mga strengths ng case mo... Again, try to seek the help of PAO for preliminary advice muna before considering legal remedies to resort to.
