Minor turned Legal Age but Title still has "minor" written

Arresto Menor
The minor who inherited a property at age 16, now turned 19 and sold his property.
Taxes were already paid, a CAR was already given by BIR, but the Register of Deeds won't sign the title because of the wording "minor" in the title. An Affidavit was made and submitted, proving that he is already of legal age, but the RD still won't sign and release the title.

What step should be taken against this RD who, well, is sending some mixed signal regarding "padulas"?

Opo ganun talaga yun magbayad ka nalang ng padulas. Napakakunat mo naman lumabas dahil property naman ang pinaguusapan dya.
Kami nga nagbayad ng padulas sa ROD para sukatin ang lupa kahit wala pang extrajuducial.
Satisfy naman kami sa binayad namin gusto pa nga namun dagdagan yung binayad namin ayaq lang nila

Write a letter to the head of the LRA (Land Registration Authority) - Hon. Eulalio C. Diaz III (Admin) and put in all the details pertinent to your situation, including the affidavits. Send it via LBC and ask for an update as to who received it (the following day). CC it to the Register of Deeds. The LRA (or any government agency) is bound to answer you in 15 days, and they will assist you. You have to be explicit in your letter, that you're requesting the release of the title, etc.
