There are many different types of situations. I don't understand which of them you mean.

In general:
Some are negotiable who pay.
The normal is
/Developer/seller pay tax at what they earned by the selling. (=Capital gain tax.)
/The one who get the land pay all the rest of tax and fees.

LOCK UP! Some types of depts follow the land undepending of who is owner. They are SUPPOUSED to be paid by the seller but if they are not, then the new owner have to pay Sad Such are not paid property tax and electricity. (I GUESS there are more such type as water and garbage.) So check that before the transfer so it can be regulated with the seller in time. The property tax you can check at the municipaly/barangay office for such.
