Hi Sir/Mam,

Good Day po sa lahat. Isa po akong guro sa isang state university, at ako po yung may handle ng laboratory namin. Nagkaroon po kami ng fieldtrip ng almost 3 days, at pagbalik ko po ay nanakawan kami sa computer laboratory ng 10 computers. Ang una ko pong ginawa nireport ko po sa aming dean at sunod po nireport ko sa aming police station.
so akala ko po ay clear na ako doon dahil wala nman po akong kasalanan bakit nawala. after 3 yrs po naungakat ng coa yung nawawala computer at sa akin pinapabayaran sa akin, sabi sa coa dapat po daw nireport na agad sa coa yung incident, di ko po alam na ganun kc ang alam ko yung adminstration na po gagawa noon. so ako po yung nablablame, ano po ang maganda kong gawin dahil ayaw ko po bayaran yung kasalanan. *meron pong force entry dahil sinira yung bakod ng school *yung mga dating guard tinanggal na * yung dean na ilipat sa ibang campus.

Wala ba kayong supervisor regarding such issues? Dapat may chain of command application for situations like that. You cannot be expected to know the proper procedure para jan since administrative matter yan and you are a teacher who is expected to teach.

Hingi ka ng tulong sa CHED, dapat di mo panagutan yan. May legal counsel naman yung CHED na baka pwede mong pagtanungan.

Not familiar with COA rules, but I would think you already complied with your duty by making a formal report with your supervisors.

Section 5. Relief from Accountability - The auditor shall act on requests for relief from
accountability for losses due to fortuitous events or natural calamities, or due to acts of
man, i.e. theft, robbery, arson, etc. involving amounts not exceeding one hundred
thousand pesos (P100,000.00). The action of the auditor shall be deemed an audit

Section 8. Finality of the Auditor’s Decision. - Unless an appeal to the Director is taken,
the decision of the Auditor shall become final upon the expiration of six (6) months from
the date of receipt thereof.

Section 9. Motion for Reconsideration Not Allowed –The Auditor shall not entertain a
motion for reconsideration of his audit decision, and any such motion shall be returned to
the movant without action and with the advise for him to file an appeal instead to the
Director pursuant to Rule V hereof.

Your remedy is to file an appeal to the Director of COA
