What if i quit before my hire date.. will i pay for penalty. Example my hire date is june 11 and i notified the company that i cannot leave my current employer on may 20?

usually no. but that always depend on the company if they want to pursue a case or not

Just make sure you retain proof that you gave them the notice. What they do if any thing is up to them
