My mother's birthday is August 8, 1963, my father is July 11, 1963; they got married on June 19, 1981. Technically, they are both under 18 yrs old when they got married. It was legal before (i presumed they had parent's consent) but is it still legal now?? Is there a way to dissolve the marriage?

back then marrying age was 14 for girl, 16 for guy, so the marriage is valid.

Now that we have a new family code, can they use these facts to file for an annulment? Contracting into marriage below 18 yrs of age even with parental consent is a ground for annulment??

no, the law that applies is the law at the time of the marriage.
