is my boss has the right to reject an advance notice of vacation leave?

we dont have service incentive leave (SIL) because im enjoying more than 5 days leave or vacation leave every year.

Art. 95. Right to service incentive leave.

SIL is mandatory as per labor code so i can use it whenever i want? in this, at least 5 days of the given vacation leave by my company must be treated as SIL therefore i can use it whenever i want?

SIL can be included in the leave allowed by the company. there can be reasonable regulations as to the use of leave. unfortunately, there's no remedy if the company denies your leave application. unless you are willing to file a complaint at dole.
