4 years as casual worker with on and off contract

Hello po..
tanong ko lang po kung legal ba ang situation if ang employee ay nag work ng 4 years pero hindi parin sya regular. tapus yung contract ay on and off. last year meron ngayun wala nanaman.

if ilegal po yun.
ano po ang action na pwede gawin?

nag work po sa isang cable company as video editor sa news department. ang trabaho po mainly ay gawing buo ang news galing sa mga footages, voice over at advertisement. Minsan po ang contract ay one year. minsan po wala. minsan naman 3 mos. lang. wala din pong 13th month pay.

his remedy is to file a complaint at nlrc for regularization. continuous hiring is a good indicator that he is a regular employee and the nature of his work appears to be directly beneficial to the employer.
