how do you communicate with him? apparently, sending an email to the Philippine embassy may have effect.

the problem is that you have no proof that he is the father. what can you present? emails? transmittals of money before?

the most you can do right now is to send a letter to the philippine embassy or consulate where he is. hopefully they will contact him.
