is it lawful to be penalized 6 years non-bailable imprisonment for 50,000 pesos for qualified theft? thanks

I mean po kung ung tao po bang may kaso ng nakafile sa prosecutor's office, pero po nasa ibang bansa sya as a contract worker, is there a possibility na:
1. ipa cancel po ung passport nya at ipapa deport po sya?
2. and kung sakaling may lalabas naman pong warrant na sa kanya maari ba nilang i serve ung warrant sa kanya sa bansang kinaroroonan nya or aantayin syang makauwi tsaka nila pwede syang i arrest?

1) yes, but not by the prosecutor's office, but much later by the court

2) technically it can be done, but very very difficult
