What is your interpretation to this? AT LEAST TWENTY FIVE (25) YEARS OLD BUT NOT OVER SIXTY FIVE (65) YEARS OLD ON THE DAY OF ELECTION. Does this mean that the candidate who is already 65 years old before the day of election can still file his candidacy? EXAMPLE: Candidate A is already 65years old last August 21, 2011. Election date is February 12, 2012. Can Candidate A file his candidacy?

there is only 1 precise second that a person is 65 years old, after that, he is more than 65 years old.
in your case he will be 65 years and 6 months x days, so he is more than 65 years old.
