How can an American citizen, born here but is American by virtue of her mother and Father who are both U.S. born, become a (Philippine) dual citizen? She is 17 right now.

Arresto Menor
Both parents are Filipino, but U.S. born. The mother entered the Philippines under a PHL passport and became a dual citizen. According to the mother, it was advice given by "The" Carlos P. Romulo Jr. of the UN. That was sometime in 1970's.

as long as one parent is a filipino at the time he was born then he is a filipino.

Is that according to jus sanguinis? However, she is not a Philippines Citizen. According to her documentation, she is a Citizen of the United States. She has a U.S. Passport. We'd like to get her a Philippine Passport but to be eligible, she has to be a dual citizen.

yes, by blood. i'm not an immig lawyer, but it will be best to inquire at the Bureau of immigration regarding their process for recognition.
